PVoC : Pre-export Verification of Conformity of goods


The Pre-export Verification of Conformity (PVoC) is a process that aims to ensure that exported products meet the local standards of the destination country.

This standards compliance program requires exporters to ensure the validation of their package of documents and the conformity of their goods, in collaboration with certification bodies authorized by the importing country. These organizations include ApPlus, Bureau Veritas, Cotecna, Cotecna, Intertek, QIMA, SGS, TUV, and many others.

The classic procedure (Route A)

Documentary review

Proforma or final invoice
The customs nomenclature code must be indicated for each product.

Descriptive or technical specifications
At least one per customs nomenclature code (6 digits).

Import Declaration Form (IDF)
For Ivory Coast, Cameroon and Kenya.

Test reports or certificates of analysis
At least one per customs nomenclature code (6 digits). ISO 9001 quality certificate or equivalent.

Merchandise inspection

Inspections can be carried out in any of the following locations: warehouse, hangar or at the freight forwarder. The inspection site for the assessment of compliance with standards may be located anywhere in the world, except for the country of destination.

More and more organizations are offering inspections by videoconference. We strongly recommend that you opt for this option, which allows you to get a date more quickly.

Submission of final documents

After the validation of the previous steps, the exporter must submit the following documents: Final Invoice and Bill of Lading (BL) to the notified body.

Certificate validation

After the declaration of conformity, the certification body sends the certificate for verification and validation once steps 1 and 2 have been validated.
